  ANNOTE = {A wavelet-based image-encoding is described which,
                  when used in conjunction with the Difference Engine
                  (a custom-designed VLSI display processor) allows us
                  to reconstruct an image in real-time without the
                  need to set each pixel explicitly. The image is
                  compressed using a quadratic spline-wavelet
                  transform; when reconstructing, an image-adaptive
                  instruction generator attempts to produce the
                  minimal instruction stream to give a good
                  reproduction. The wavelet coefficients are used to
                  decide which regions of the detail images should be
                  retained in the multi-resolution analysis (MRA). A
                  decision is made for each scan-line as to whether it
                  is more economical, in terms of rendering time, to
                  use the `truncated MRA' or to set the pixels
                  directly. The above approach provides a significant
                  gain over standard image reconstruction/rendering
                  schemes}

                  Positioning System. The system has been designed to

                  interface. They benefit from greater recognition,
                  while the wider community gains from access to the

                  optimization algorithm of Mason and Blake is
                  experimentally evaluated in the form of a practical
                  application to hierarchical radiosity. In a novel
                  approach the recursively subdivided patch hierarchy
                  generated by a perceptually refined hierarchical
                  radiosity algorithm is treated as a hierarchical
                  level of detail scene description. In this way we
                  use the Mason-Blake algorithm to successfully
                  maintain constant frame rates during the interactive
                  rendering of the radiosity-generated scene. We
                  establish that the algorithm is capable of
                  maintaining uniform frame rendering times, but that
                  the execution time of the optimization algorithm
                  itself is significant and is strongly dependent on
                  frame-to-frame coherence and the granularity of the
                  level of detail description. To compensate we
                  develop techniques which effectively reduce and
                  limit the algorithm execution time: We restrict the
                  execution times of the algorithm to guard against
                  pathological situations and propose simplification
                  transforms that increase the granularity of the
                  scene description, at minimal cost to visual
                  quality. We demonstrate that using these techniques
                  the algorithm is capable of maintaining interactive
                  frame rates for scenes of arbitrary
                  complexity. Furthermore we provide guidelines for
                  the appropriate use of predictive level of detail
                  optimization algorithms derived from our practical
                  experience.}

  ANNOTE = {To pre-process a scene for the purpose of visibility
                  culling during walkthroughs it is necessary to solve
                  visibility from all the elements of a finite
                  partition of viewpoint space. Many conservative and
                  approximate solutions have been developed that solve
                  for visibility rapidly. The idealised exact solution
                  for general 3D scenes has often been regarded as
                  computationally intractable. Our exact algorithm for
                  finding the visible polygons in a scene from a
                  region is a computationally tractable pre-process
                  that can handle scenes of the order of millions of
                  polygons. The essence of our idea is to represent
                  3-D polygons and the stabbing lines connecting them
                  in a 5-D Euclidean space derived from Plcker space
                  and then to perform geometric subtractions of
                  occluded lines from the set of potential stabbing
                  lines.We have built a query architecture around this
                  query algorithm that allows for its practical
                  application to large scenes. We have tested the
                  algorithm on two different types of scene: despite a
                  large constant computational overhead, it is highly
                  scalable, with a time dependency close to linear in
                  the output produced.}

  ANNOTE = {This paper presents a study that explores the use of
                  mediation in virtual environments (VEs) used for
                  cultural storytelling. A VE was created in which a
                  traditional San story was told. Two forms of
                  mediation were used: visual and audio. Four versions
                  of the VE were implemented, differentiated by the
                  types of mediation included. An experiment was
                  conducted, during which measurements of presence,
                  story involvement and enjoyment were taken. Audio
                  mediation was found to have a positive effect on
                  presence. Visual mediation was found to increase
                  story involvement, which is valuable in conveying a
                  narrative successfully. Both audio mediation and the
                  interaction between the mediations increased
                  enjoyment. Overall, the use of subtle mediations
                  that appear natural in the VE setting was shown to
                  be effective.}

                  amount of the interaction needs to be
                  programmed. The problem with this is that
                  non-computer expert users lack the programming
                  skills necessary to create useful
                  applications. Specifying interactions remains in the
                  domain of the programmer. Creating a single, generic
                  authoring tool for every different kind of
                  application would be an impossible task --- more so
                  if the authors are non-programmers. A more realistic
                  solution to the problem would be to think of every
                  environment as having a particular context such as a
                  virtual museum or gallery. Creating authoring tools
                  specific to these types of environment contexts
                  greatly reduces the problem. We have produced a
                  progressive meta-authoring system that allows both
                  novice and advanced users to create useful virtual
                  reality applications, allowing the smooth migration
                  of novice users to becoming more experienced. We
                  believe that our system overcomes problems in
                  architecture and support for novice users found in
                  previous systems.}

                  ray shooting. Our technique uses a five-dimensional
                  ray space partition and is based on the classic
                  ray-classication algorithm. Where the original
                  algorithmevaluates intersection candidates at
                  run-time, our solution evaluates them as a
                  preprocess. The offline nature of our solution
                  allows for an adaptive subdivision of ray space. The
                  advantage being, that it allows for the placement of
                  a user set upper bound on the number of primitives
                  intersected. The candidate sets produced account for
                  occlusion, thereby reducing memory requirements and
                  accelerating the ray shooting process. A novel
                  algorithm which exploits graphics hardware is used
                  to evaluate the candidate sets. It is the treatment
                  of occlusion that allows for the practical
                  precomputation of the ray space partition. This
                  algorithm is called aggressive since it is optimal
                  (no invisible primitives are included), but may
                  result in false exclusion of visible
                  primitives. Error is minimised through the adaptive
                  sampling.}

                  the effectiveness of this approach. Dynamic
                  reconfiguration of networks enable rapid
                  optimization of performance of a network, however,
                  it poses several management difficulties when user
                  intervention is required to resolve complex routing
                  problems. Our metaphor scales well for networks of
                  varying size, addresses the cluttering problem seen
                  in past metaphors and maintains the overall network
                  context while providing additional support for
                  navigation and interaction. We apply the metaphor to
                  three dynamic reconfiguration management tasks and
                  show how these tasks are visually represented with
                  our approach. We conducted an experiment with
                  network administrators and researchers as
                  subjects. A good understanding of network conditions
                  portrayed in the metaphor was achieved within a

                  developing a community-centered approach to learn
                  how interaction techniques can compensate for poor
                  communication across the Digital Divide. We have
                  incorporated the lessons learnt regarding Social
                  Intelligence Design in an (abstract) device called
                  the SoftBridge. The device allows information to
                  flow from endpoints through adapters (getting
                  converted if necessary), and out to destination
                  endpoints. Field trials are underway with two
                  communities in South Africa, disadvantaged deaf
                  users and an isolated rural community. First lessons
                  learned show that we have to design user interfaces
                  that allow users to understand and cope with delay
                  (latency) as a necessary consequence of our

                  preprocessing technique for general 3D scenes. Our
                  technique exploits commodity graphics hardware and
                  is faster than most conservative solutions, while
                  simultaneously not overestimating the set of visible
                  polygons. The cost of this benefit is that of
                  potential image error. In order to reduce image
                  error, we have developed an effective error
                  minimization heuristic. We present results showing
                  the application of our technique to highly complex
                  scenes, consisting of many small polygons. We give
                  performance results, an in depth error analysis
                  using various metrics, and an empirical analysis
                  showing a high degree of scalability. We show that
                  our technique can rapidly compute from-region
                  visibility (1hr 19min for a 5 million polygon
                  forest), with minimal error (0.3\% of image). On
                  average 91.3\% of the scene is culled.}

  ANNOTE = {Connecting people across the "digital divide" is as
                  much a social effort as a technological one. We are
                  developing a community-centred approach to learn how
                  interaction techniques can compensate for poor
                  communication across the digital divide. We have
                  incorporated the lessons learned regarding social
                  intelligence design in an abstraction and in a
                  device called the SoftBridge. The SoftBridge allows
                  communication to flow from endpoints through
                  adapters, getting converted if necessary, and out to
                  destination endpoints. Field trials are underway
                  with two communities in South Africa: disadvantaged
                  Deaf users and an isolated rural community. Initial
                  lessons learned show that we have to design user
                  interfaces that allow users to understand and cope
                  with delay. We also learned that social concerns are
                  often more important than the technical issues in
                  designing such systems.}

                  (IT) have received much attention there is very
                  little work on targeted methodologies to develop IT
                  applications and content in a developing world
                  environment. This paper describes a methodology
                  called Socially Aware Software Engineering we are
                  busy formulating based on firsthand experience
                  building Information and Communication Technology
                  solutions. Our method is based on a classical
                  user-centred approach from Human Computer
                  Interaction combined with aspects of Participatory
                  Design and cyclical software engineering
                  practises. These approaches are wrapped into an
                  iterative Action Research paradigm in order to
                  directly include the community-based users of our
                  systems. We outline three cases studies based on our
                  evolving method. The paper concludes with
                  suggestions on changing the nature of tertiary
                  curricula in developing countries in a way that
                  integrates this socially aware software engineering
                  methodology.}

                  lifted on the use of Voice over Internet Protocol
                  (VoIP) in South Africa. Previously, VoIP could only
                  be utilised by the incumbent telecommunications
                  operator, Telkom, the Second National Operator (SNO)
                  and Under Serviced Area Licensees (USALs). This
                  means new opportunities and cost savings for both
                  network service providers and consumers. However, in
                  rural and remote regions, further liberalisation is
                  required so that service providers can take
                  advantage of wireless technologies to provide
                  connectivity in these areas. This paper discusses
                  the legislative environment in South Africa and
                  around the world with respect to VoIP and Wireless
                  Fidelity (WiFi). In addition, examples are provided
                  of how these technologies have been combined to
                  provide last mile solutions around the world and
                  particularly in South Africa. The paper concludes
                  that further liberalisation in the
                  telecommunications environment in South Africa is
                  required if the goal of providing affordable access
                  in rural areas is to be attained. Specifically, it
                  is recommended that wireless technologies be
                  deregulated since the combination of VoIP and WiFi
                  may benefit rural areas. Also, the paper finds that
                  USALs may not be the right model for underserviced
                  areas in South Africa. Lastly, it is apparent that
                  applications drive development and dictate which
                  technologies are relevant for rural areas.}
